From narita airport, take the airport limousine bus to one of the hotels in akasaka district, then take a taxi. It takes 5 minutes. From tokyo station, which is a terminal of the bullet train (shinkansen) and narita express (airport train) take subway marunouchi line to kokkai-gijido-mae station, then change line to chiyoda line to akasaka station.
